Hey FHTFYR, I'm no expert but I access the North side of the river at the HWY 20 bridge. If you take a right just before you cross the bridge you can drive down to a pullout on the right or park under the bridge along side the road. You can also cross the bridge and take your first right and access the gravel bars downstream of the bridge on the South side. You can travel down the road on the south side for a ways but I usually just fish the first mile or so of river downstream of the bridge on both sides. No boat necessary.
