Looking for guide in Cozumel area.

I will be heading to cozumel on the 13th of june and will be there for a week. while there I would like to do some flats fishing for bones Permit Snook and Tarpon. I spent most all of my money getting there. Looks like guides are around $500.00 for the day. I know you usually get what you pay for but are there any guides that anyone has used that are worth using in the $300.00 range? Also any tackle tips would be great. This is my first time doing this type of fishing. I am also planning on using a kayak from my hotel to do some fishing as well. Any tips on that as well. Will I need mexico fishing licence?

Was just there about month ago and fished with the guy in the pic. I only knew him by the name Tortuga and was told that everybody knows him by this name. He was knowledgeable and charged $350 for 6 hours.
