I tried with goop on my boots last summer with poor results. Ended up sending them to Simms- took a while but they are fine now.

Do both soles because the other one will come off soon.

Barge cement is absolutely flawless!
Clean both surfaces with a wire brush and clean off any sediment on both sides then wipe down with some acetone on a rag (be sure to wear gloves) to get a clean oil-free surface. Be sure to be in a well ventilated area and ensure the acetone is dry before applying glue. Apply glue of your choice evenly and thinly to both sides. Let it start to set up for a minute then clamp the two sides together.
When clamping I first fill the boot section with old newspaper to simulate my foot being in the boot then I use a combination of nylon straps and bungee cords to clamp the two halves together. Pay special attention to clamping the instep in front of the heel.
Barge and Contact cement will work as will Shoo-Goo but only if the two surfaces are cleaned well. I went a little up scale for a glue on my last repair job. I used G/Flex epoxy, it's a flexible two-part epoxy from West Systems. It has held up good for two years now. Best performance I have had so far.

Hi, I removed any sand and roughed up surfaces.
Goop marine adhesive is $7/tube. I used one tube per shoe and filled any gaps/cracks or anywhere I thought sand can work its way into the soles. The shoe feels pretty solid. I’ll test out in the surf with the kids after this shelter in place is lifted.
3M has a marine adhesive also but it was $14/tube, same size tube as the Goop marine adhesive.
