So if they are land locked and have no access to the ocean wouldn't that make them just trout?

Not sure but maybe they can go down stream to the ocean?
I like the program were they put tiny salmon into the flooded rice fields in Nor Cal.

Those Steelhead can go out to the ocean where Thermalito feeds the Feather River if they desire. In the meantime they grow fat in Thermalito on Wakasagi (Japanese pond smelt). There is also a massive Hexagenia mayfly hatch on Thermalito Afterbay.
I hear that there is a real good bass fishery in Thermalito Afterbay.
