The software used for this message board is called PHP BB and is available for free. Just do a search on google and you should find their website. I have customized this board a bit to include the banners and some of the layout, but besides that, it is an "out of the box" configuration.

A lot of web hosts will provide this as a pre-packaged bundle if you purchase hosting throught them also, or if you have your own web server, you should be able to install it with a little technical help.
