tarpon, toadflies, and hooksets

I am seriously addicted to Chasing Silver and mesmerized by the close-up shot of a tarpon taking that chartreuse/yellow toad. After watching that shot a number of times, and esp. the fish's angle at, and right after the take, shouldn't there be a better hookset percentage with upriding hooks?
