Steve, that's because you dont TIE otter eggs (translucent squishy silicone egg imitations) you thread them on a hook like a real salmon egg.

I recomend using zap-a-gap to glue the egg onto the hook.

I think I have also heard that you can tie in material that simulates sperm to also help keep the eggs secured.
