Default 2 hatchery steelhead limit on feather?

I was fishing bellow the highway 162 bridge the other day and saw a bait fisherman. He was saying how great the fishing was above the 70 bridge. He said he already caught and kept his 1 fish above the 70 bridge so now he was fishing bellow the 70 bridge for his 1 fish. I told him that he couldnt do that, that it is a 1 hatchery steelhead limit for the entire feather river. On second thought, logically from reading the regs you could catch 1 hatchery steelhead and 1 salmon from bellow the pumps, then go up to the section bellow highway 70 and catch 1 hatchery steelhead and 1 salmon, then go above the highway 70 bridge and catch 1 hatchery steelhead.

Did I give this person false info?
