Woodman, here's a little first hand info unfortunately not from the truckee area.
The day before yesterday I packed my rod,vest and my other fishing toys/tools and headed up towards Carson Pass.
The west fork of the Carson looks like it'd be a blast for professional whitewater kayakers.
Hope valley looked to be saturated with an inch or two of standing water from recent snowmelt.
Only a few cars parked in the usual fishing turn-outs.
I parked at the snow cannon at Red and had to climb up a 5 foot snowbank to get on top of the dam to see the lake still frozen and a layer of snow on top of the ice. As Eric Cartman would say,"screw you guys... I'm outta' here" and drove down the hill to Indian creek reservoir day use area. There was a few Power Bait fisherpeople at the day use area and no one hooked or landed a fish the whole 2 hours I was there.
The campgrounds are still gated closed/locked and the lake was free of ice and the dirt road in had zero snow on it.
It was a nice day for a recon mission though. My thinking is that it's still going to be a few weeks before my spring haunts will be ready to fish.

Is Fuller Lake open yet?
Don't bother with Tahoe Fly Fishing Outfitters, they are in South Shore and a lot of their North Tahoe/Truckee information is word of mouth. As a current example they claim the Little T: "Flows are abnormally low for this time of year" when in fact it is at or near 1,000 cfs -flooding flows.
