Wanda Taylor, fly fishing instructor, has a place at Port Saint Joe and will know more about it than most.
October is also one of th top months for fishing the Gulf.

Hi Bill,
Was there recently and caught both on a fly. Clouser minnows are always da bomb any where in the world. Chartreuse, tan, orange, purple etc in various sizes. Lead eyes or no depending if they're fishing flats skinny water or deeper water around islands. Just make sure they have moving water of incoming or outgoing tides. Grass areas are a secret hiding place for them both so weedless flies would be best. Crab patterns work as well. It's always about the presentation and movement of the fly as in any fishery.
