Bill,
Is that a normal occurrence every year? Or just happen to be one those off seasons.
Along both coasts of Florida they are in the Mangrove lined lagoons, backwaters, creeks and rivers live small Tarpon from 12 inches to
30 pounds.
In the warm months, (June - Sept) they aggressively take small lures and small flies.
Early morning is the best.....
Here is an article I wrote about Baby Tarpon on a fly.

Great article Bill! I always visit a buddy down in Fort Myers. May need to get more info from you in the near future. Didn’t occur to me to post or ask one of us CA guys in FL fishing. Small world!
My wife and I have had a small place in Sebastian, FL for 15 years now.
We have one of those "three day cold fronts" down here right now so we are in the 60s with warm clothes on.
Next week it will be in the 80s again and we will go out for baby Tarpon, Snook and Jacks in the Sebastian river.
I just look for a warm week day with wind under 10 mph then we go out. We do OK during the warm periods in the winter in Florida.
Spring, summer and fall is best for fishing down here with flies.
July would be my favorite month to come but it is hot, humid with bugs then.
Most go out real early then and quit before noon then go out again in the evening at ~9pm till midnight to fish under the dock lights.

Isla Del Sabalo in the Western remote Mexican Yucatan peninsula is the best Baby Tarpon destination in the World.
It is best June through September but July is my favorite month.
I book people in there through Flywater Travel in Ashland, Oregon.
Door to door a trip is about $5,000 for 6 days of guided fishing, lodging and meals from Merida, Mexico.
I actually discovered and pioneered this location with owner Marco Ruz of Yucatan Fly Fishing.
