If this was so easy to over turn than why don't we all rally for better water and fish management? I'm sure some rivers don't need dams anymore. Like the lower Yuba. Or make wineries take better care of the Russian with all the silt damaging steelhead redds

It was easy because it involved 'doing nothing'... something our government and public agencies are very adept at...

Better water and fish management would require insight, action and money, three things they seem to be short on...
