Went to the Rogue last week- 48 degree water temps at both McGregor and Shady Cove; caught a few healthy half pounders and one 19" first time spawner. Drove up to the North Umpqua and fished 2 more days= water temp = 52 degrees but no bumps. Water levels acceptable for this time of year in our west coast drought thanks to knowledgeable management by the State of Oregon. If you really want to catch a half pounder or steelhead, you may have to drive 300 miles. A few are being caught in the Trinity > Klamath according to sources I trust...
