Default 12 month vs. 1 year license

This is a pretty interesting idea for a 12 month license rather than a license that is good for the calendar year. Some people I know who haven't bought a license until later in the year are 1) reluctant to go fishing because they don't want to pay that much for a license that only lasts 3 months; or 2) end up poaching without a license.

I'm a fan of a rolling license date- last year I never got to fish a steelhead river until December 27, and made a trip north, had to buy steel head card that was good for four days.

And yes the best solution would have been to buy it at same time as the regular license- I just did not think I was gonna make any trips so it made no sense to buy it.
