What happened to our so called Half Pounder or Juvenile run on the American ? A lot of dinks and small hatchery fish in the river but that's about all i'm finding. Anyone finding them?

I was swinging flies monday evening..they were sipping dries close to shore 45 mins before dark. 12-18 inch class.

They are hanging out with the salmon waiting for a shuttle to get them past the 3 inch deep riffles and up to the hatchery.
Gear guys are not catching salmon so I guess no run this year.
They all went to the middle rogue
