Hatchery questions

I am very ignorant of how this works, so forgive me if these are the proverbial dumb questions:

#1. When steelhead are hatchery reared, do they attempt to use the milt and eggs from wild steelhead together? Or do they give no regard to crossing wild eggs or milt with previously reared hatchery fish?

#2. Do they rear the young fish until they are a certain size before returning them to the water, or do they actually "plant" the fertilized eggs back into the redds?
