Not saying to go one way or another on this--but people should partake in a google search to see what Leland's done to get to this point. It's a pretty hot-button topic, and I gotta say, one should read ALL SIDES to draw their own conclusions.
It will be interesting to see if it is indeed far easier to ask forgiveness than it is to ask for permission.

Moral of the story---if you are going to invest in your life long dream of operating a fly fishing school, dont buy close to an airport and get permits.
Having worked with numerous planning agencies for the past 40 years I understand, and truly believe in, the need for planning, permits and the timely acquisition of such.
It is my error that I allowed myself to be misguided by Leland's "plea" on their website and also my error in having posted it here as, after further reading, it is clear to me that they, Leland's, have gone over the edge with their disregard for the planning/permit process.
I have decided to leave the original post above and hope all interested parties can/will make their own judgment and comments to the proper agencies.
I love the fact of this board! I made an error and wasn't dragged through the mud, strangled, made to walk the plank or keelhauled...some folks politely pointed out (what should have been to me after all my years in construction...) the obvious and I truly appreciate that and all of you.
I live pretty close to the Leland property and feel compelled to post (my first post here). I am a hard core fly fisher and was happy to see them come to the area, but they quickly po'd everyone in the community with their "damn the torpedoes, with our Bay Area money we can do whatever the hell we like" attitude.
In a nutshell they built a large fishing pond adjacent to the "clear" zone at the end of the airport runway. This is zoned as a safety area for planes that overshoot the strip. Before they scooped the first load of dirt they were advised by the city (or county) not to do it. They built it anyway without permits. People using the pond were so frequently escorted off the runway that Leland built a wooden fence in the "clear" zone (again without any permits). I could go on, but the long and short of it is that Josh is counting on far away, clueless fly anglers to support him in his fight against the city planning department. This is not a David and Goliath issue, it is money and arrogance versus local government and public safety.
building a pond at the end of the runway, which WILL draw waterfowl, which has the potential to increase bird strikes? I knew nothing about this until the OP. looked for both sides, and came down in the interest of Safety
