Because you need one if you're on the river this time of year fishing for steelies, regardless of whether you keep or release or fishing for half-pounders or not.

I'm doing some work with DFG(W) and learned this yesterday; maybe I'm the only one who didn't know this, but I kind of doubt it. Look up the definition of "taking" on the website and you'll find that basically means fishing.
