Hey there, if you need a good resource for access on the Feather or any other major river in nor cal, get yourself a Streamtime River Map. Most of the fly shops have them. You will be doing yourself a favor owning one.
These maps show access and good spots to fish.

The easiest access is the outhouse riffle. Drive to Oroville take a left at 162 cross the river and look for a sign to the wildlife area. Drive about a 1/4 mile and you will be able to smell the fish... Lance wrote up a great article in Cal Fly Fisher last year. Try to find it or give Lance a call. Fishing above the 70 Bridge is closed until January. The entire low flow can be accessed with some hiking and bushwhacking.... Take a drift with a guide to really figure it out...
