I have been fly fishing for these little chrome beauties for around 45 years in the Lower American River. Before that I used night crawlers........
We usually have some small Steelhead in the river fall, winter and spring.
We fish for them on trout tackle. I like a 9'6" #6 line rod for serious fishing for them. Any trout rod with a floating line will work.
I use a 9' 3x leader on the floating line.
For attractor flies we use #8/10 wet flies but in insect imitations to match the caddis in the river we use #12/14 patterns.
Right at dark we will sometime find adult caddis laying eggs so #12/14 caddis dry flies will work on 4x tippet.
Local "Half-pounder Commando" Charlie Gonzales like the 10' fast sinking Poly or Versi leaders on the end of your floating line for getting down some with a shorter 2x leader and bead head caddis nymphs.
They are smaller Steelhead that we think have just migrated somewhere down in the Delta and bays for a year or so, then have returned to the river of their origins.
Our good friend Denis Lee, retired CA DF&G biologist says that "Half-pounders" over 14 inches are actually adult Steelhead.
I will try to give you an idea of how we have fished for them and it is a simple system that seems to work, most of the time.
We are using trout tactics for them and classic Steelhead methods of swinging wet flies.
We like to fish early and late in the day, especially if it is sunny. On overcast days you can fish all day.
You don't need to bring anything, so just show up and we will try to get you inspired.
