When September first rolls around the blood starts stirring in the west coast Steelheaders.
For traditional fall Steelheading (swinging flies) I like September, October and most of November when the water is not so cold and the fish are more "vertically inspired".
October would be my first choice if I was going to pick a month to go every year.
September still has warm days so it is better early and late in the day with the sun off the water, especially if you are using a floating line with dry or damp flies in the surface.
October usually starts to cool some and the fishing can be more consistent with fish spread out through the rivers.
November usually cools and some times we need to go to a sink-tip line and get the fly down to them more. In November the water is not so cold that the fish won't move for a fly.

Traditional methods are not about catching numbers of Steelhead, but about fly casting and "fishing for the grab".
The fish you catch using traditional methods are usually more desirable fish.
Traditional Steelheading is not for everyone........
