I'm not condoning any of the acts you observed up there but unless you saw the acts in progress, all of the incidents of lawlessness you cite may've been committed by non-tribal persons from on or off the reservation. There're non-tribal people who live, work and/or recreate on the reservation. Why should you/we automatically attribute these acts to tribal peoples

This is precisely why the tribe has a police force. They try investigate problems and enforce tribal laws against all lawbreakers.
