Default Upper Sac and McCloud wading access?

I found this article about a plan to define the rivers in Siskiyou County as non-navigable:

I wonder what this proposed designation will mean for wading access to the rivers. I sent emails to the county supervisors opposing the designation. Their email addresses are at the link.

    Default Navigable Rivers....????

The power to designate a river as navigable is supposed to reside in the federal government. A local government may try that but it will ultmately fail in court. The problem is that locals will be able to argue about and disrupt access until the matter is settled in a court action. As the article describes the proposed plan, it's an anti-environmental statement.

i'm wondering where the collective heads of the county sup's are in this as it certainly will put a damper on tourism and revenues up there....
