The regulation change proposed by Putah Creek Trout was for zero limit and artificial lures with barbless hooks year round. It is my understanding that this is what has passed.
The regulations have been changed to catch and release year round, but the creek has not yet been designated as a wild trout fishery. That is in the works, though.

I landed a brown in the Lower American about a month ago. At first I thought it was a squawfish because of the color. It was just shy of 20" long.
I've kayaked through there and caught quite a few small bass and tons of bluegill. You shouldn't have any problems getting back there with a pram.
