I wish the dfw would be more proactive about just shutting waters down. I know it's apples/oranges kinda, but I believe some other states are pretty aggressive about closing stuff off.
There were over 800 million pounds of produce exported from little Monterey County alone in 2013 and they obviously want that to grow.
