Many just anchor up their boats in areas on the Atlantic side where the schools of Tarpon are know to travel.

My wife and I used to rent a patio boat at Bahia Honda state park. We'd cruise around catching lots of barracuda and jacks, but once in a while we'd anchor on the ocean side and you could spot the tarpon schools cruising toward you. Over those white sands beaches they were easy to see just like in the film as they migrated south.
Seems like those schools were always just out of reach for a long cast. We'd move the boat, and the schools would move too from just where we were. :)
