I don't think the flows will keep some from catching steeelhead especially below dams.

I think you should be out there as soon as you can see down a foot or more.

Just don't wade out too far.

The fish in high water will sometimes be up on the edges along and through the willows and other vegitation. They like to get out of the high flows.

Pretty interesting discussion on the spey pages about this - a guy was asking what the fastest sink tip was for when flows were high. A number of top notch steelheaders came back with when flows are high they rarely use anything more than a type 3 tip and just fish the soft water - no point in even trying to cast into the high flow section!
