with small/medium size steelhead and trout working them if they are not at flood stage.

Almost any Valley stream or river will have some kind of hatches in the spring if they are at a nice low flow. All streams have the caddis because it is the heartiest insect. Some like the Yuba, Klamath, Trinity, Rogue and Deschutes have stoneflies as well.

March, April and May can be very interesting on these streams. I would look at the aftyernoon/evening hatches.
