From the other side of the country it looks like a hair packing kit.

Winner! Ralph nailed it. Hair packers. The slot in the wood allows you to slide the thread into there, then place the hole over the hook eye, and push toward the hook bend, packing spun deer hair tight.

And if I had to guess, they came off the lathe of Frank Matarelli.

Hair stacker is the big one. the 2 are large & a small for Thunder Creek Series Streamers. For folding the head over for bullet heads hair patterns in the 1970/1980's .

They very well could have been made by Frank. He dabbled in a lot of tying tools, not just his whip finishers. Steve Jensen was another custom tool maker.
