One of them is in Florida. Almost every one of those is waiting on permitting. It is hard to get anything done. Sometimes that prevents bad things from getting done but it also prevents good things from happening. The Klamath dams have been waiting on permits for a few years now. I used to do engineering and finding a solution was easy. Getting everyone to agree on a solution was the hard part.
