I saw this in the morning on the lower Eel river in the 1970s.
Salmon and steelhead will lay in the tide water until high tide or if it starting to rain before they move up river some.

Around 1960 my dad and I launched his 13' boat at the mouth of the American river and motored up to the Hwy 80 bridge.
On the way up we ran into a school of salmon slowly moving upstream and rolling in the surface.
The school was about a quarter mile long.
Back then people caught salmon from the bank too.
