The flats on the north end of Chesapeake Bay can be epic in April-May when the fish are moving into the Susquehanna River to spawn with fish chasing bait on and around the surface. It's mostly floating lines.

The Susquehanna itself has some huge stripers in it at that time of year, but is not really fly fishing friendly from the bank. Out of a jet boat might be a different story.

Further upstream, the river has an amazing smallmouth fishery in central PA with muskies too.
