Low Flow Feather Fishing Regs

So, I've looked online and I've found different information on different websites. I'm wondering, does anybody have a definitive answer for what the general fishing regulations are on the Low-Flow? Is steelheading legal there year-round? Can I go salmon flyfishing next year? Thanks.

The regs are a little confusing.

First, there is no salmon fishing in the Low Flow Section. Salmon Fishing is only in the High Flow Section - Outlet down.

Steelhead fishing is open year around from the Hwy 70 bridge all the way down.

Steelhead fishing from Hwy 70 bridge up is opened after January 1. I personally don't fish or guide up there. This is a huge area that steelhead will build their redds in. I stay away from these spawning fish.

It's that simple.
