Fishing below the lowermost or first dam from the ocean on many Valley rivers?

In the Spring time everything is hatching on these lower elevation rivers, especially with this mild winter.

Lots of insects are hatching plus the young of many fish species so food is probably plentiful.


I would think the lower Sacramento, lower Feather, lower Yuba and lower American rivers have feeding fish now?
