Flooded rice fields emulate much of how the 'delta' was before levees were created........... a real wetland with slow meandering flows conducive for growing 'fish food'. The original levee system with tiers and riparian habitat was still more conducive habitat vs. the steep rock lined "LA and Santa Ana" rivers waterways out there now.....

How about rotating 4-5 delta islands every 10 years between dry (time to grow wetland structure) and flooded (decay structure)................ A fish nursery and off limits to angling.....
