Idjut newb here. Could someone recommend a good reference for studying the optimal flows for fishing the local rivers?

Jon Beat me to the links. As far as knowing which flows are best for fishing, there's not really a better resource than just getting out there and checking the rivers out at different flows. Even when you cant fish them due to season closures, time or whatever other circumstances arise, get out and see them whenever you can. Hell, keep a log and track the flows with the fishability. Then use the resources Jonny B shared and you should have a good idea when you'll have the most favorable conditions.

Here's a website that is an excellent resource for the major trout rivers in the Sierras. Most of them have the optimal flows outlined in the description. Hope it helps! http://stevenojai.tripod.com/

Perfection! Thank you both. Totally forgot about stevenojai...used to use his trail maps in Southern California. Man that guy gets around doesn't he...
