At these flows, can you wade the riffles below Hammon Grove Park assuming you are a risk taker and have a stout wading staff? How would it be for a golden receiver to follow you?

I've never crossed riffles at Hammon Grove but I've crossed the tailout above it. I'm not sure what it looks like now since the spring river flow change though...
I only cross the shallow tail-outs on the Yuba (and most moving streams). Tail-outs are usually more even on the bottom and the flows aren't as deceptive. Just make sure you give yourself "insurance" by crossing at the furthermost point above the tail-out just in case you slip.

At 555 cfs you should be able to cross it in most shallow tail outs?

Just cross in the tail out above the riffles. Aside from a deeper trench on river right along the bank, the water is less than ankle deep now all the way across.
