I would love to catch one of those toads that come out of Natomas, there's some monster rainbows in there ... Especially up towards the prison.

I heard WD40 does the trick.

Just go get locked up at the prison and stuff a fly rod up your butt. Next time you're on trash duty down by the river, pull that thing out and start swinging some bugs!

In all seriousness, at what flows does it become "loss of hope" in seeing/catching steel? Just wondering if I should consider winter steel over and start thinks about my mountain streams.

Hard to swing a fly in water above 5000 cfs... and besides, 95% of the fish will be within 10 ft of the bank so you'll be shooting blanks.
Indo nymphing at even higher flows can be very effective and ethical if you're not fishing spawners on redds.
This, coming from a gear guy but one who swings spoons and floats shallow, soft water seams and avoids spawning fish.
