Too late to try to influence this as, unfortunately, state approval for projects raising some CA dams (e.g. Shasta, etc.) was included in either Propositions 1 or 2 in last June's election. Bill number SB 1120 was passed (chapter 8388) in September 2014 and is a requirement to obtain info about proposed projects in advance of approval). Bill summary from Leg. Counsels Digest reads:

"SB 1120, Galgiani. Local water supply programs or projects: funding.

Existing law requires the Department of Water Resources to update, every 5 years, the plan for the orderly and coordinated control, protection, conservation, development, and use of the water resources of the state, which is known as the California Water Plan. The department also is required annually to prepare and submit to the Legislature a report with regard to the budget for the State Water Resources Development System.

This bill would require the department to conduct a voluntary statewide survey of local regional water supply projects and post specified results of the survey on the department’s Internet Web site by July 1, 2015."

If I recall correctly, it was reported that the text of Galgiani's original version of SB 1120 was stripped and replaced with the signed version as the original language was similar to the Governors propositions. Raising Shasta does seem to be a really bad idea. However, it's probably better to develop info about how many projects are on the drawing board and what each project is before they're begun.

Seems like the only solution to the problem for Native Americans is to resort to the courts.

I'm not too familiar with the issue, but there is one alternative for raising Shasta dam that would benefit salmon spawning- supposedly.

The cold water pool alternative (I think it's the 3rd of 4 proposals) would allow more cold water to be stored and released so salmon and steelhead could successfully spawn below the dam, especially in dry years. Maybe it's just propaganda though?

The language indicates that there must be a number of proposals of all types from all levels of government; some good, some bad. But, because there's a "water crisis" due to drought every politician from this state is going to make hay by proposing one of their pet projects. Best to have some documentation of each to evaluate, if that's what was intended.

Unfortunately it seems that regardless of whatever the feds/locals have in mind, we're still going to get a set of tunnels.

Sadly, I think the problem with any proposal that allows increased amount storage is that it's possible that water may never be released for the protection of the fishery. Once the water is stored, the politics and money take over and ways are found to release that water for all sorts of other purposes than the purpose that was part of the justification for increasing the storage.
