During a search for boat registration info, I found reference to new legislation signed into law this year by Governor Brown. Check it out at:

This law requires that all operators of motorized boats (with specific exemptions) obtain this lifetime certificate. It's going to be phased in over several years thru established age standards. Guess I was behind the curve on this one.... :confused:
