I'm new to fly fishing and wanted to know where I can get listings of stream and river closures for fishing. I plan on going to the Truckee River by Boca Reservoir Nov 2nd. But would like to know where I can get this info myself also. Thanks.

The Truckee and Little Truckee would not be good choices near Boca for a newbie on their own. The Little Truckee is extremely technical, especially at these low flows. The Truckee is a shadow of itself in terms of flows right now and would be challenging for a newbie even at normal flows.
As for closures you should get a hard copy of the regs and read them. Not to be not helpful but current drought conditions have most all moving water difficult and too many to mention. I might recommend the Yuba, though a tough fishery, there are consistent flows that aren't too far from normal fall, at least compared to other waters. Below the highway 20 bridge with plenty of wadeable water.
The regs aren't fun to read but you should get some practice there as well.

Are there any small streams or any body of water I should try when I go up into the Reno area this weekend? Me and some friends were originally going to go to Boca just to go trout fishing but I figured since I have my flyrod I should try something in the area. And the Truckee River is right therefore.

Tally, Fish-On pretty much said it..
There isn't any easy water up here right now.
Flows are as low as I've seen them, and fish are SPOOKY.......they see you before you see them......be in full sneak mode.
Some risers....but mostly nymphing....
I fished the lower Truckee canyon yesterday and caught two nice bows, but it took some work.
Limited bug activity; Midges, Stones, Mahogany Dunns.......
Find water you can't see through for best results.
Maybe try the Boca inlet....

I'm new to the forum but not fishing. I probably fish the BT 3-4x a month over the past 4 years and this is really the worse I've ever seen her. I decided to stop fishing it about 1 month ago and that was only the canyon area down from Hirsh to Farad. The fish are just pooled up and it was pretty easy pickins. Water temps aren't the issue right now. 46 in morning and probably only 50 in late afternoon. Flows are only around 60-70 CFS in the faster runs. Normal is around 250-300 this time of year if not more.
I fished the LT about 3 weeks ago during that little weather event we had. It was awesome but that was because it was light rain and overcast. On clear days forget about it. Very technical. Flows are better there at 41CFS for this little tailwater. I hate fishing it becuause of the crowds but with Pyramid going off these days you won't see many out.
Heard the inlet near Boca early throwing some sculpin patterns doing well. Haven't tried it but reliable source picked up some fish.
