Good find Larry. After reading the article, I'm wondering why the need for increased storage when Westlands and other water districts are retiring acreage to form a potential solar farm in the San Joaquin??? Also, with the advent of DeSal in San Diego the need for increased reliance on water from the Delta seems to be substantially less than anticipated in the BDCP.

The settlement mentioned in the article allows Westlands to get off the hook for $360 Million still owed for payment of the extension of the federal water project. How long has that debt been outstanding, 40 years??? This should give us an idea of what could happen when time comes to repay the amount of bonded indebtedness for construction of the tunnels. DWR believes that Westlands and others will increase their rates to their customers to cover the cost rather fail to repay state bonds issued by DWR rather than secure the debt with contracts, etc. Would they increase rates on themselves for cover this cost??? IMO, in view of Westlands failure to repay the feds, it's highly unlikely given that Westlands and almost every other water agency in the San Joaquin is run by property owners in their district.

Well I can't! Lots of odd endorsers of the prop it seems to me! Maybe they are eyeing the $ for restoration projects above dams?? They are in good company, however with the Audubon Soc., Trout unlimited, The Nature Conservancy, Association of California Water Agencies, Western Growers, Fresno Irrigation District, Metropolitan Water District of Southern California, San Diego Water Authority, and so on.

The thing is our entire delta and river ecosystem depends on flowing water. Less naturally flowing water = bad for of our native fish. "Over engineered" comes to mind with the water storage and conveyance!
