Here's a bit of info about a Superior Court decision concerning operations of the Kern County Water Bank and how water issues are impacted by secretive agreements from two very different agricultural/political perspectives. The first is from the Community Alliance (an activist group) from Fresno:

The second is a document, apparently commenting on how the state funded, Kern County Water Bank became a private entity (Westside Mutual Water District aka: Paramount Farms) through political and monetary influence. Among many, one of the points made was how big AG can, thru ownership of large tracts of acreage/property, become board members in water districts and influence/monopolize their operations for the benefit of themselves.
