An editorial in todays SacBee discusses the proposed bond issue on the ballot in the upcoming election cycle. This bond was ostensibly for Delta restoration but that may be in doubt now:

The original proposal was in the amount of $14.5 billion. it has since been reduced to a senate proposal for $10.5 billion that didn't pass muster. The governor wants a bill in the range of $6.0 billion. The lower the amount included in the bond issue, the less possibility that there will be any money for restoration. The reason, PORK!!!! The repubs want more storage (reservoirs) from this and the dems want more spent on the Delta. Of course, there're notable exceptions on the dem side (e.g. Feinstein and company).
Actually, at this point, I'm hoping the legislature won't be able get anything done and the problem will be escalated to the federal level where a dysfunctional Congress will be unable to do anything, as well. Checkmate!!!
