1) They are finally starting to take out some of these old defunkt dams.
2) Now they need to let the wild fish recover, keeping out the hatchery fish.
3) Also maybe have these few wild rivers be artificial only, single barbless hook and catch-n-release.
I think this will work to help save the wild steelhead.
