Top water LMB in the Delta should be starting now?

I would say any late afternoon and evening with low wind would be good.

May is Captain Kevin Doran's favorite month for top water LMB in the Delta.

It's been going for about 2-3 weeks...getting better each day. I fished yesterday with a friend in the afternoon we boated 8 LMB (I think) with two nice fish 4.5# and 5# (weighed). A little slow...all fish were top water. This is a good time for big bass.
