....especially in the late afternoon and evenings on top.

A day with low wind is best.

Several of us were at Rancho Seco today. The conditions were perfect. Overcast, WT 68-69°, no wind in the AM. I pounded the shore for a good hour with a deer hair popper and got one swirl. Ended the day at noon with a few bluegill on poppers and streamers, but no LMB. One reported an 18" bass, another 13", and it went downhill from there. No crappie. No trout to be seen anywhere. Most bass caught were really small. On to the next one.

I would try the late afternoon and evening right now on a warm calm day for top water.
