Howdy Bill,
It looks like Ireland maybe? I was over there this summer and saw plenty of this kind of opportunity.

It reminds me of the habitat we explored along the Carmel Coast back in the 80's. It also reminds me of our North Coast surge channels around Mendocino etc.

That reminds me of the Carmel Highlands area. Also the rocks around China Cove and Palo Colorado area. The only thing is we weren't that high up. Best time to fish it was high tide.
