Lightly used Echo 12'6" Solo rod, 8/10 Echo Ion reel. I bought the outfit last year but I've found that I use my switch setup more often. I will include an Airflo 480gr Tactical Shooting Head with the outfit.

I take it is a 6- 7 wt regarding the 480 head? Looking for a rod for my buddies son.

I have this setup in an 8wt. It's a wonderful entry package for those wanting to get into spey without breaking the bank, and the price being offered is excellent. If I wasn't already setup like this I'd jump at this opportunity.

Is the floating head the most commonly used type head for wintertime steelhead swinging?

95% of two handed winter steelheading is done with a floating Skagit heads and fast tips, but some are using the new Intermediate Skagit heads.

I hear they cast very well and on smooth, slow deeper runs in cold water you probably get better contact/feel with your fly.
