Smith River coming into condition

Anyone up in the Crescent City area wish to make any comments regarding the Smith this weekend? One website I look at claims the best time for steelhead on the Smith is when the river is dropping from 12 to 9 feet which it is doing right now. http://www.usafishing.com/smith.html

I'm sure those figures are for bait/plugs, though.
